and even if I didn&#8217;t, <a href=\"http:\/\/apps.leg.wa.gov\/rcw\/default.aspx?cite=46.61&amp;full=true#46.61.261\">it&#8217;s the law<\/a>.\u00a0 But it should also be the law that motor vehicle should yield to bicyclists.\u00a0 Why this is unfathomable in the United States, I don&#8217;t know&#8230; and I&#8217;ve been <a href=\"http:\/\/www.washingtonbikelaw.com\/BicycleLeg%281209%29.pdf\">trying for years<\/a> to shake some of that unfathomability off.<\/p>\n<p style=\"text-align: left;\">Bicyclists are faster than pedestrians and, if there is a collision, the pedestrian is more likely to be hurt.\u00a0 So bikes yielding makes sense.\u00a0 But that&#8217;s nothing like the situation between bicycles and motor vehicles is it?\u00a0 <strong>Is it?<\/strong><\/p>\n<p>Part of my recent trip involved touring Iceland.\u00a0 It is a beautiful place with incredible landscapes.\u00a0 And yet, similar to our Alaska, my impression was that not too many people identify as environmentalists.\u00a0 Restaurants frequently offer whale and puffin and, while those dishes may be tourist-oriented (not me!), many people seemed to like reindeer pizza.\u00a0 Nevertheless, in spite of an apparent love for monster trucks and limited infrastructure, <strong>the law in Iceland is clear that, if a motor vehicle hits a bicyclist, the driver is at fault.<\/strong><\/p>\n<p style=\"text-align: left;\">Thanks to <a href=\"http:\/\/www.copenhagenize.com\/\">Copenhagenize&#8217;<\/a>s\u00a0 <a href=\"http:\/\/copenhagenize.eu\/profile.html\">Mikael Colville-Andersen<\/a>, I was able to meet with a couple of really nice representatives of the Icelandic Cyclists Federation, \u00c1rni Dav\u00ed\u00f0sson and Morten Lange:<\/p>\n<p style=\"text-align: left;\"><a href=\"https:\/\/i0.wp.com\/washingtonbikelaw.com\/blog\/wp-content\/uploads\/2013\/08\/iceland-meeting.jpg\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-406 aligncenter\" alt=\"iceland meeting\" src=\"https:\/\/i0.wp.com\/washingtonbikelaw.com\/blog\/wp-content\/uploads\/2013\/08\/iceland-meeting-300x225.jpg?resize=300%2C225\" width=\"300\" height=\"225\" srcset=\"https:\/\/i0.wp.com\/www.washingtonbikelaw.com\/blog\/wp-content\/uploads\/2013\/08\/iceland-meeting.jpg?resize=300%2C225&amp;ssl=1 300w, https:\/\/i0.wp.com\/www.washingtonbikelaw.com\/blog\/wp-content\/uploads\/2013\/08\/iceland-meeting.jpg?resize=1024%2C768&amp;ssl=1 1024w, https:\/\/i0.wp.com\/www.washingtonbikelaw.com\/blog\/wp-content\/uploads\/2013\/08\/iceland-meeting.jpg?resize=500%2C375&amp;ssl=1 500w, https:\/\/i0.wp.com\/www.washingtonbikelaw.com\/blog\/wp-content\/uploads\/2013\/08\/iceland-meeting.jpg?w=1632&amp;ssl=1 1632w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p style=\"text-align: left;\">\u00c1rni said that the last bicyclist killed in Iceland was in 1997 and that all of Iceland&#8217;s bicycling\u00a0 fatalities have been in urban areas, not on the often scary narrow rural roads.\u00a0 He thought that the 30 KM speed limit in residential areas that they&#8217;ve had for the past 15 years may have helped.\u00a0 30 KM is less than 20 mph.\u00a0 Slower speeds certainly save lives.\u00a0 Seattle&#8217;s <a href=\"http:\/\/www.komonews.com\/news\/local\/131956403.html\">Mayor McGinn is right about that<\/a>.<\/p>\n<p style=\"text-align: left;\">Although Iceland has strict liability for drivers involved in collisions with bicyclists, drivers can defend with evidence of extreme recklessness on the part of the bicyclist, but neither \u00c1rni nor Morten were aware of any examples where a bicyclist had actually been found to have contributed to a crash.\u00a0 In Iceland, unlike Washington, it is illegal to ride a bike under the influence of alcohol, but the standard in Iceland for bike riding is the same as horse riding&#8211; basic ability to control the bike.\u00a0 For motor vehicles there it&#8217;s .o5% blood alcohol, whereas we have a .08% limit here.<\/p>\n<p style=\"text-align: left;\">Iceland, unlike Copenhagen, was not a place I thought that I would bring back bicycling inspiration, and yet <a href=\"https:\/\/www.facebook.com\/photo.php?fbid=724290290920985&amp;set=a.141108079239212.26487.119192281430792&amp;type=1\">in many areas, Iceland is ahead of us<\/a>.<\/p>\n<p style=\"text-align: left;\">If we want to make bicycling safer in Seattle, we should change our laws to start with a presumption that, when motorists are involved in collisions with bicycles, the motorist is at fault.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Bob is back from Copenhagen and other European places where bicycling is much safer than Seattle.\u00a0 In my absence SDOT started a safety campaign that involves small election-style signs like this: I agree that bicyclists should yield to pedestrians&#8230;
